Have forms on our website that need to be E-Signed

I have a website that applications can be down loaded from in standard .doc of .pdf form. Our project require a release to allow us to perform back round investigations on the applicant if we chose to go forward. Currently for time sake they can be returned in a number of ways but to speed the process I am looking for a way to esign them in some way (similiar to Adobe Echosign) and allow the user to return by email. I have not dealt with this in the past and wondered if anyone out there has. I would like to be able to do this with out having to to have a 3rd party vendor if possible. In the past we are looking at 30 to 50 a month and think this would expedite the initial approval procces. Adobe Echosign is the closest I have found at the lowest cost but know there is a lot of experience out there and would appreciate any ideas or help at a no cost solution.

We have to meet goverment DOT FMSCA 49 CFR, part 391.23 for back round search but basically looking at what others have done in a simple proccess internally to meet electronic release?
