Good or bad idea? Popup to confirm external emails before sending

Hi,

Wondering if you guys in IT security think it is a good idea to have a popup that requests the users to confirm all email sent outside the organization?

My reasoning is that many people send 99% or their email inside the organization and then an extra popup those 1% would have little downside, while it might protect sensitive information accidentally leaving the organization.
